System Information

Water: MCSD purchases wholesale water from Humboldt Bay Municipal Water District. The water is pumped from ground sources under the Mad River. The source is replenished from the Ruth Lake reservoir. MCSD maintains a 100,000 gallon redwood storage tank for fire suppresion and back up supply.

Sewer: Manila Community Services District operates a unique sewer system called a Septic Tank Effluent Pumping (or STEP) system. This system utilizes interceptor tanks to collect household sewage. Some homes might share a tank and others have dedicated units. These tanks range in size from 750 gallons to 1200 gallons. Every drop of water (or anything else) that goes down your drain must be pumped to our Waste Water Treatment Facility. With that in mind, when the power is out (due to storms, etc) it is very important to conserve the capacity of your tank. While taking the last hot shower or bath when the power is out may sound good, it could cause your tank to overflow.

It is very important to contact MCSD immediately if your sewer alarm in activated (please call 707-618-0048 24 hours a day, 7 days a week) and leave your name, address, telephone number and a short description of your problem (i.e., sewer alarm is buzzing, sewage leaking from tank, water problems, etc). Our on call personnel will receive the message and call you within 15 minutes. Our on call staff can arrive within 30 minutes.

Monthly minimum for sewer and water services is $63.70.  Sewer rates are a flat rate of 38.33 per month.  Water is a flat rate of $25.37 plus $.73 per 100 cubic feet of water used. 

The district takes water meter readings between the 19th and 26th of each month.  We mail the billing for that reading before the end of the month.  Customers should receive their bill by the 3rd of each month; if not, call the office for the balance due.

Payments may be made as follows:

            Mail to the district office: Manila CSD,1901 Park St, Arcata, CA 95521

            Deliver to the district office between 9:00 a.m. and 1:00 p.m., Monday through Friday

            Drop through the payment slot in the district office door any time: NO CASH PLEASE

Payment is due when the bill is mailed to the customer and becomes past due 20 days later.  A $5.00 late fee is added to the account if payment is received after the due date.  Shut-off notices are sent after the due date to remind customers of overdue bills.  Payment must be made by the date listed on the shut-off notice or water service may be disconnected without further notice.

If the District disconnects sewer/water service for nonpayment, the customer will pay the following before service will be restored:

            Past and current balance due on the account

            Disconnect fees of $20.00

Additional deposit to equal the following deposit total held on account: three times the minimum monthly charges (four times the monthly minimum charges if shut off twice in a twelve month period).
